Congress President and UPA Chairperson Sonia Gandhi launched the 'Ahimsa Messenger' Programme -- an initiative by the Centre to address the violence against women - on Saturday. She also recalled the contribution of Late Prime Minister Rajiv Gandhi and said that Rajiv Ji always believed that empowering women is necessary for development.
